Not sure but Kinetic energy is T = E - V(x), so if this is really small, than so is the KE.  Not sure if this helps yet.  The ramp potential would be a great example for time independent S.E., would you want to try a collaboration entry?  I'll add you as another author so check your collaborations shortly.
