On the back cover, it says:

 Unaltered, unabridged reprint of 1923 translation.

Also, there are no copyright imprints on the title page.  I did some looking around and found the doverpublications.com site.  They have a contact address for questions regarding rights and permissions.

If I had to guess, I'd say that the original articles and possibly these translations are in the public domain, however I'm not sure if they can claim any kind of copyright over their particular publication of them.

If you would like, I can try to contact the publisher, but I don't know if the request would sound better coming from someone who is actually in charge of maintaining this site.  (Who is in charge around here anyway?).  At any rate, it would probably be a good idea if both of us got independent confirmation.

If you think posting these articles would make a worthy addition to PlanetPhysics, and are willing to go (with me) through the process of getting permission, then I would be willing to do the transcription.  Otherwise, I'll drop the idea and go back to working on my dissertation.  :)
