but I have put the relativity paper in the PlanetPhysics Encyclopedia and it was copied from the marxists.org which is under the FDL also.

It is hard to sift through copyright, but anything published before 1923 is in the public domain and can be posted. The problem is that most online or other 'ebooks', including dover publications DO have copyright in most cases since they either are after 1923 or they put it into another medium, ie digital.
If there is any DOUBT, contact the publisher they should be able to clear it up.
If you are looking to transcribe historical documents, check your library for old publications which you can copy if they are pre 1923. Later.
