I would like to add that Professor Assis was the first one to develop the math of this theory, in 1989. Before this it was only theoretical.
And one correction to my last post: there is a theory of eletromagnetism developed by Weber. And yes, there is a gravitaional theory in which Weber demonstrated Mach's Principle.
